From what you're describing, Izzy does sound like a hen. Any blue on the cere actually does not
mean it's a male, the only way that blue indicates male is if the whole cere is dark blue. Pastel blue and white like you're seeing always indicates female. Young male budgies always have light pink/purple ceres. Females do have brown ceres when in condition, which may turn back multiple times a year
