The picture of the budgie in your signature really looks like a female.
If you post close-up pictures of your budgies' cere taken in natural light, we can determine if you actually have a female rather than a male.
You should quarantine any new bird(s) for 4-6 weeks.
Quarantine means housing your new bird in a different cage in a different room as far away as possible from the room your current bird(s) is in for a period of 4-6 weeks.
Budgies mask symptoms when they are ill. Symptoms may not show up for over two weeks. Often you will not even realize your bird is not well. Many budgie illnesses are airborne which is why you need to quarantine your new bird in a completely different room.
When Quarantine is complete, place the quarantined bird's cage next to the other for a few days to allow the birds to become acquainted.

Before introducing a bird into a cage already occupied by another, everything in the cage should be removed and rearranged to help prevent the original occupans from being too territorial.
Birds are like people in that they each have their own personalities and likes and dislikes. While I believe the majority of budgies are able to get along, there are those who simply do not like one another or one incessantly bullies or is aggressive with the other. If/when that happens, the best thing to do is keep the two in separate cages and only allow them supervised out-of-cage time together.
