I'm very sorry to say this, but that violent shaking of the head does not look normal to me... In my 25+ years of budgie ownership I have never had a bird to do that disoriented motion of head.
Did your budgie recently bang his/her head hard into something like a wall or furniture while flying? Did your budgie had a night fright recently or some sort of seizure?
If your budgie keeps on doing that motion with the head, it really is best to have him/her checked by a specialized avian vet in order to be properly diagnosed and treated. It's possible he had a concussion and is suffering from neurological damage.

I have had my budgie for almost 2 years now and she was always doing this.....she never had any head injuries, it looks very healthy to me, she's friendly, eating well and singing.
I think she's just special .

Since she has always done that, maybe she's a stargazing budgie. I have never seen one for real nor had any experience with a bird suffering from that condition. From the little I know of it, "stargazers" have neurological problems.

Hello what your budgie is displaying is not considered normal, if at all possible you should take her to an avian vet for a complete check up. every budgie is special, but I am sure you agree it must be very tiring for your sweet little budgie.
