Default Peppa hearing another budgie outside, any chance I could find the owner?

I want for my budgie and the other budgie to meet because everytime she hears the budgie she starts chirping. Is there any way I could find where the owner of the budgie lives so our budgies could meet?

You could hypothetically find the other budgie's owner, but that doesn't mean the owner would be okay for the budgies to meet.
Quarantine may also be an issue in this case, not to mention asking such a request to someone who is a stranger.
If you think your budgie is lonely and somewhat depressed, the best thing to do is to get her a same species friend one she can go for comfort and knows will always be there for her.

Allowing her to have short meetings with a potential budgie friend would only cause her to be more sad after the meeting is done and this would have a negative impact on her overall behaviour and consequently on her health.

I agree with Ana, unfortunately if you do introduce her to another budgie she will become very confused as to what has happened and where is the other bird? Your budgie will become sad and depressed as she can't understand why the bird is not there.

I agree with Ana and Cathy.
I don't think "play dates" are a good idea for budgies.
Getting a permanent new friend would be a much better option.

If decide to get an additional budgie, please remember you should quarantine the new bird for 4-6 weeks.
Quarantine means housing your new bird in a different cage in a different room as far away as possible from the room your current bird is in for a period of 4-6 weeks.

Budgies mask symptoms when they are ill. Symptoms may not show up for over two weeks. Often you will not even realize your bird is not well. Many budgie illnesses are airborne which is why you need to quarantine your new bird in a completely different room.
