Question Head bobbing & eyes changing

Our budgie Lucky (who we think is a boy but not so sure any more) has started bobbing his head and going skitz & when he comes near my hands his eyes change from big to small & it makes him look very evil, we think it is jealousy over the babies i am hand raising, could this be right?

When budgies bob their heads, they do so to show excitement and happiness, they also do the same during courtship, head bobbing along with that change in the eye pupils you have mentioned and also some heated singing. Sometimes during this display of affection they would even regurgitate a few seeds.
This is a positive reaction.

Thank you Aluz, i thought it might have been aggression due to the babies as he has also started biting me in the last couple of days he has been singing more and getting very hypo too.

I agree with aluz.

Lucky is trying to show you he loves you and is interested in your hand as a potential mate.
