is this what it looks like when they feed eachother? and if so.. how long after one eats would this happen? or are they just messing around?

Hello yes your budgies are regurgitating food for each other , when they have chicks this is how they feed them ,also bonded budgies do it for each other as a sign of friendship and care. Usually they will do it for each other and sometimes a lone budgie will regurgitate to a toy or even his human .
