If you had 10 budgies, would you buy several 30x18x18 cages or one large aviary cage?

I currently have 8 budgies and choose to house them in pairs, I do this in order to avoid potential fighting between them. I have 4 cages, they are spacious and I could easily place an extra pair, only I choose to not do so and let them have that extra room for themselves.

The more room you can provide for each bird the better.
Do you have an even ratio of males to females?

The minimum size cage/aviary I would recommend for 10 budgies would be 37,900 cubic inches.

I currently have five Prevue Hendryx F040 flight cages
Interior Measures: 31"Long x 20"Wide x 45"High
(53" high including the attached stand)

Each cage meets the minimum recommended size for 6 birds, [27,900 cubic inches]
I keep no more than two birds in any one cage in order to provide them with as much room as possible
All of my birds are provided with several hours of out-of-cage time each day.

Your budgies will bond with another budgie out of your flock, having equal numbers of bird is definitely a plus. The bigger and more room the better . If at all possible I would have the bonded pairs in their own separate cages and allow them to have out of cage time together in a bird safe environment.
To my way of thinking an aviary is for a flock of birds that are not interacting regularly with their human flock member, or for a breeding program when birds are ready to go into condition or paired by their owner to produce chicks. They are then placed into a breeding cage .
My three budgies live inside as when they were an outside flock ,they were in danger from hawks and other predatory birds.
I have two that are bonded in a large cage and Budget my hand tamed budgie in his own cage, however they are free flighted when I am home. Of course this would not be possible with ten budgies.
