I just got Kiwi and Aztec a little birdie bath with a mirror. The plan is to use room temp water and put it on the cage floor. So here my my questions..
Is room temp water the way to go?
How deep do I fill the tub?
Can the tub be left in the cage or only used under supervision?
The bottom of the cage is a grate and they do not ever walk on it.. should I place newspaper down around the tub?

I have always been told to only let birds bath with supervision, as there is some risk of them drowning. For that reason, I don't leave my tub in or attached to the cage. Room temp. water is best-- since i can't see your tub, I can't really comment on how deep.
Different birds prefer to bathe differently. Some like little tubs, others bathe in wet greens. Some birds love running water-- my little guy Joy loved to run under the kitchen sink while I held my arm out as a perch. I would offer the birds the tub in a neutral spot, maybe on top of the cage, and see how it goes.
Some budgies do not even like to bathe, I have one of these.
Budget loves a bath, he will use anything that is wet to roll around on, or he loves to go under the kitchen tap whilst I hold him in my cupped hands. Fifo will bathe in a bowl that I place some greens in the bottom of and then add a small amount of water from the tap. I usually simply put enough so they can spread their wings and sit and roll around. My guys wouldn't go near the bath they drink from theirs. Blue gets a misting with tap water every now and then especially if moulting. As he isn't brave enough to have a go .
