To me, it looks way too big, maybe even to big for a cockatiel. There are a ton of safe and fun foraging toys you can make for your budgie with items around your house! I personally make a foraging toy out of a toilet paper roll, some tissues, and some seeds and millet.
First, take some scissors or a knife and poke holes in the roll. The, stuff some tissues in the bottom of the roll and place some seeds inside. Keep doing this within the roll while stacking them on top of each other. Finally, put a tissue covering up the top and attach a string or ribbon through the roll and hang it in the budgie's cage or play gym.
This way, the budgie can see the seeds and millet in the toy through the holes and will "forage" them out The tissues are also perfect for shredding

I made Jimmy and Jay a really simple and cheap foraging toy just by getting a tray/shallow box. One side of it was open. I sprinkled some seed and little bits of cut up millet on the bottom and then put some shredded paper on top and they loved looking around for their treats.
A foraging toy is something that helps your budgie with it's natural foraging instincts and lets a captive bird use something that is natural to it. Birds would forage for food in the wild so foraging toys allow them to work to get their food.
I think that's about right anyway.
