Welcome to the forums!

You do have very young budgie pair, the green one is a male and the blue one is a female. They are both below 6 months of age and at this time it's not at all advisable to encourage any breeding. The bare minimum required age to allow a pair to breed is 1 year old.
To breed responsibly, a person must have a very good knowledge of the species, to have experience in this case in budgie ownership and to do the required research in order to be better prepared for any eventualities that may come during breeding, because many things can go wrong and if a person is not well prepared a lot of tragedy can happen.
By not being able to correctly identify your budgie's genders, you do not yet possess the basic knowledge to breed your couple in a responsible way.

My advice would be to remove the nest box (if you have placed one in the cage) and any other nesting areas. To enjoy the many joys of budgie ownership, to get to know and learn from your budgies and to read the vital information on general budgie care here at Talk Budgies. Also check the stickies at the Budgie Breeding section.
