I'm so glad that you are planning to adopt your new little one from a reputable source rather than support a pet store with less than desirable practices!
Offhand, I do know that one of our forum members, Slav, breeds budgies in the New York/New Jersey area. He's definitely worth it if you can get down there, but I'm not sure if he has any chicks right now. Here's a link to his site:

There is also a lovely little bird store in Rensselaer, NY, which raises their own baby budgies in-store. They have a lot of positive reviews and look very good, if you can get there.
