Default Rumpled Tail Feathers

Charley (approx 9 months old) likes to hang on the bars of his cage and scrunch his tail feathers between himself and the bars of the cage. As a result his tail feathers are a mess. Has anyone else seen a budgie do this? It really mars his otherwise handsome appearance. I'm hoping it is something he will outgrow. Any suggestions?

Young budgies are especially notorious for climbing, doing little acrobatic stunts and squeezing through small spaces while exploring the cage or when playing. Depending on location, it's possible for them to stay on the cage's bars without messing their feathers. I have a couple of adult budgies who like to nap on occasion on the cage's bars.
You could try to rearrange the many accessories (perches, toys, etc) on the cage in a way which could hopefully block Charley from reaching the preferred place where he gets his tail feathers bent/ruffled.
