Default Hyper budgie

My male budgie Feste is always very hyper when I walk past the cage, I thought he was just eager to get out of his cage so open the door to let him out. He will immediately jump on my hand (he's never been able to fly) rubbing he head over my thumb and peering my nails. He also does a little tail waggle thing. When I try to put him on his perch or back his he cage he will just jump back into my hand and do the same thing.
Any thoughts?

Update

He did the same again today but was wiggling his tail feathers and rubbing on my hand, then when he moved off the was a milky white substance...
I also have a female budgie

Oh, so that's what you meant with "tail waggle", your budgie was in fact attempting to mate with your hand. This is something that is best to be discouraged, once you see your budgie starting to get too passionate, you can divert his attention with a toy and if need be to place him back to the cage to give him some time to cool off.
