Default New budgie behavior

I've had Roger, a young male budgie whom I believe is currently going through his teenage phase, for almost two months now. I bought a new Budgie, Butters, to keep him company. They get along very well and Roger is much happier. Butters has been with us for about three weeks. Recently Roger has begun to try and regurgitate food for butters. There is lots of head bobbing and it looks like they are trying to "kiss". What confuses me is that I believe that they are both male. Is Roger just overly affectionate, am I wrong and Butters is a girl, or does Roger just fancy Butters?

As it was previously stated, Butters is also male.
Bonded budgies will be affectionate and display that behaviour regardless of gender. They don't necessarily have to be a male/female pair.
Two bonded budgie girls can preen, feed and kiss each other and so can two bonded budgie boys.
These displays of affection are completely normal between budgies who are good friends and also doesn't mean that they will escalate to more intense passionate advances.

Okay! Thank you, I was only worried because Butters does not seem to want to accept the gesture, but he usually tells Roger and he will back off.

I just thought I would add that I have mixed gender budgies and even the budgies that are paired with a female, the males still head bob one another and show behaviour like Roger does to Butters.

Roger and Butters are both definitely boys.

As mentioned by the other posters, same gender budgies can and do bond closely with one another.
This often includes bobbing heads, preening one another, and feeding one another.
My birds are separated by gender and I have both males that are closely bonded to one another as well as females who are closely bonded to one another.
