Cage is 30x18x18
I'd like to know how I could improve my setup and what the best arrangement i could possibly have

Nice cage!

I would immediately trim the fringe off the rope as far as you can. Hanging or loose threads are very dangerous to birds as they can either get caught in them, or ingest fibres which will make them very sick.

Also, I think perhaps another perch would be good

Speaking from experience, that cage door can come down with quite a crash. I now always clip it open.

Is the green plastic in the middle of the cage a swing? I can't really see it. It would be great to have two swings in the cage and I like to use ones with good perching surfaces since the budgies can end up spending a lot of time on them. There are many wonderful choices out there; I personally avoid ones with dowels. One inexpensive option is this swing: https://www.amazon.com/JW-Pet-Compan...ght+sand+swing

Oh, another suggestion. Planet Pleasure shredder toys. A lot of members have commented on how much their budgies love them. I have some sitting on top of a cage like yours at the moment and they like to come over and play with them.

Would two swings for each budgie be better or one larger swing for both to share?

No knowing until you try

I did try get a couple of the larger version of the swings I linked to above and have tried it with one pair. They have never sat on it together. However, another pair may make another choice!

I was thinking that I do not like my budgie set up however I'll point out that the Triple top cage does not have a door that comes crashing down. I just pin the door up with a plastic hanger toy part. If it was me I would take the large loop swing out and hang it from a curtain rod or the ceiling with a hook. My budgies and cockatiels love to sit on something similar I have for them outside the cage. I should get one of those triple loop swings for them to play on too.

Ive had them for only a week so they dont really do a lot of venturing outside their cage but I'll consider that when they start to do so!

You've received a lot of good advice about your cage.
You could add some java perches or a perch outside to encourage them to come out.

The type doors on the cage you have can cause serious injury to your budgies.
lbeckman's advice to always use a clip to hold the door in place when you have the door open is excellent -- please follow it.

Please be aware of the potential dangers of rope perches and toys beyond just that of the fringe.

The fringe should be definitely be trimmed so it is no longer than 1/2".
If the birds show any signs of nibbling on the rope, then the toy should be removed from the cage and used only during out-of-cage time under your supervision.

I agree with lbeckman with regard to the swings.
I would put a minimum of two swings in the cage and the one she linked has always been a favorite of my budgies. I always keep a minimum of one swing per bird in all of my birds' cages.

Shredder and wooden toys are excellent choices for budgies.

I would suggest placing the newspaper on top of the grate rather than below it.
This makes for much easier clean-up (no poop stuck on the grate bars) and you can put your budgies' seed ration directly on the paper each morning when you've cleaned the cage so they can satisfy their "foraging" instinct.
