Unhappy Advice about Zhozho please...

I don't know what to do...
when I brought him home back in september,when I changed his food he actually JUMPED on my hand and just sat there, I remember I was so excited that he is not scared of my hand, but now he flies away everytime I put my hand in the cage...
And some days he has moments where he is calm and quite and I slowly try to teach him how to perch on my finger, so I slowly bring my finger closer to his legs and he actually perched several times and I was able even to move him a little bit inside the cage on my finger, but then he comes back to his state of fear of my hand
and I don't know...it's like we do have progress but we don't , and I really want him to not be scared of me like that, he lives with Rocky for 3 months now.
I mean he "sees" that Rocky is used to my hand right? or do budgies don't understand it?
I don't remember how Rocky learned to be on my hand,someday it just happend ! but he was a baby...and Zhozho is over a year old according to you guys...god I don't know why the breeder said he was a few months old. doesn't even make sense.
anyway sometimes I give them both millet and he is happily eating from my hand. even seeds sometimes I give them and he eating them from my palm.
but most of the time, just flies away to the other side of the cage ... how can I improve at least finger training?...I talk to them both everyday...any advice? i'm confused...
it's just that with Rocky and ms marple it was diffrent, and she wasn't afraid of hands since day 1, also she was a biter ..
Zhozho doesn't even bite me. sometimes I let him nibble on my fingers and nails..clean of course.

There is not an easy fix nor a set amount of time for budgies to gain our trust and to be tamed. It's different from bird to bird and personality plays a big role here. Budgies who are generally more nervous and shy will take longer to open up and learn to trust us, still it's possible to at least have them finger tamed with consistent work and this also applies to older budgies.
Your Zhozho understands when he sees Rocky perched on your hand, only he is still too scared to join Rocky at this point.
If you keep up on spending daily quality time with both of your budgies and continue to more closely interact with Rocky and giving attention to Zhozho as well, by talking to him, offering a little treat to eat, eventually Zhozho will start to get more curious towards you and he will follow Rocky's lead and starts to perch on your hand too.
When interacting with your budgies, try to have a positive frame of mind because our attitude and the vibes we transmit are equally important when connecting with a pet bird, earning their trust and working into taming them.
All interactions between pet and owner should come from a place of love, positivity and understanding. Negative feelings/emotions must be put aside.
