What are your actual cage dimensions?
Length, Width and Height

How large are the spaces between the bars?
The spacing should be no more than 1/2".

The very minimum recommended size for 4 budgies would be
34x18x25"
Volume = 15,300" cubic inches

Bigger is always better as long as the space between the bars is no more than 1/2"

The cage you are using looks like a parrot cage and if so, the spacing between the bars is much too large.

Additionally, dowel perches are not good for your birds' feet.

Please read the information in the link below with regard to the types of perches you need:

there is also another perch in there, if you can see my profile pic 2 of the birds are on it. What kind of perches would be recommended and should i take the other 2 out?

The bar spacing is too wide on the cage you purchased.

It is 5/8" and a budgie can easily get it's head stuck between the bars.

If you take the time to read the information in the link I gave you - you can see the types of perches that are best for your birds.

If the bar spacing were 1/2" instead of 5/8", I'd say the cage was good enough so long as the birds get daily out-of-cage flight time.

If you can afford a 30" wide x 36" tall x 18" deep "single flight cage," it would be better. Folks here like the HQ single flight cage (https://www.amazon.com/Flight-Multi-.../dp/B002UTZ040) but the Bali Bungalow double breeding cage (Bali Bungalow Double Breeding Bird Cage, Doube Bird Cages and Double Breeding Cages at Bird Cages 4 Less) is good, too. The rolling stand is helpful for sweeping/vacuuming.

If you want to splurge, then you could choose a double flight cage (60" wide x 36" tall x 18" deep); e.g., HQ double flight cage (https://www.amazon.com/Birdscomfort-.../dp/B005ZDR2GM). If you don't let your birds out of their cage, this size would be best for them (except for aviary housing, of course). There's enough space inside to make short flights.
