Default Cage too crowded?

Mal and Merc have been with us about 6 weeks, and I have noticed their not very playful. They tend to sit on their perch and chatter but don't interact with their toys.

Have I overcrowded their cage? Its a Ferplast Piano Six.

There are 3 full width perches, a forked wood perch with a bolsa chew you. Two swings (one big, one little), a bell, a hanging bolsa toy and then essentials.

Is it too much?

It doesn't sound like you have too much in the cage at all.

Some budgies are more playful than others and their personalities might be that they just prefer the company of other budgies. Also, if they never had much to do with toys before, they might be unsure of what exactly to do with toys.

I find with my budgies they each have vastly different personalities.
For example, Lucy, who is an English female doesn't jump or fly a lot and is rather clumsy. She rarely comes out of the cage. She's bossy and always sits where she want to in the cage- no matter who else is already there. She doesn't tend to play much at all and likes her own space.
But then Eve my other female English is a much better flyer, come out much more frequently than Lucy, loves playing with toys, especially likes throwing things on the floor and when she's in the mood, likes to sit with one of her budgie friends.

You can always try swapping the balsa wood toy for something else.
Not all budgies like the same thing. Maybe some plastic hoops might be something they'd be interested in. They may not really be very playful.

Why don't you post a picture of your cage set-up.
That will make it much easier to give you advice.
