This is something I have stumbled upon, and been incredibly curious about in the recent months. I have three budgies. One of them is clearly the one who stands out the most from the gang.
When it walks up my shoulder or arm, it tends (which it does in 90% of all cases) to pinch me. This is incredibly uncomfortable and painful. It seems that it is trying to pick out "fleas" under my skin. It shows no signs of fear, anxiety or stress when it does this. It may seem more like it is bored and expecting a reaction. The bites can be explained in the way that it takes tiny tiny "meat pinches" in the skin. Quickly and continuously. What could be the reason for this? The age of the budgie is approx. four months. I have never experienced that any other budgies have done or are doing the same. My other two budgies bites in the same way, but this is more cuddly bite without this "pinching" that hurts.
I know exactly what you are talking about.
I have several budgies and one of them likes to do the very same thing whenever he land on me.
The budgie is definitely looking for a reaction.
The best thing you can do is try to distract him with a toy or direct his attention elsewhere when he bites hard.

I agree with FaeryBee, my girl used to do that and she doesn't so much anymore, partially because she's no longer an adolescent (teenaged budgies tend to exhibit such behaviors a bit more than adults) and also because every time she did so I would say "No, gently" and coax her to focus her attention on something else.
I hope with time you're able to redirect his attention enough to lesson his behavior!
