Default Found blue budgie in Arkansas

I am a new member. I found a budgie in my backyard about a month ago. I caught him/her and got a cage. I reported her being found immediately at an animal shelter and online. No one has called to claim. If no one claims, I don't mind taking the bird into my family. I am not sure if the bird is a male or female. After reading up on budgies, I thought female cause she had a brown cere, but yesterday, I noticed it's turning blue and males have blue ceres. Then I read if a males cere is brown he may have hormonal issues or worse, cancer. I will try to locate a vet close that, hopefully, can help me with this bird. On the attachments, the first picture shows brown cere when I first caught the bird 9/27/205. The second picture shows blue cere. Noticed it yesterday 10/25/2015.

Welcome to the forums! I'm very glad you have rescued this budgie and have been giving all the care and love she deserves.
You don't need to worry about the changes on her cere, this is perfectly normal in females. When you got her, her cere was dark brown and had a crusty appearance, this shows she was in breeding condition. Now that her cere has reverted to the creamy white colour with a bit a very faint light blue and smoother appearance, she is no longer in breeding condition.
These changes on the cere of females are normal and are influenced by their hormonal cycle. And given the circumstances she was in when you found her, it's logical all the stress has made her come out of breeding condition somewhat fast.

Looking at her she appears to be in good shape health wise. You can still take her to the vet for a wellness check, since you have found her outside.

I have a female a bit similar to yours in colour, only her blue shade is darker and I've named her Mona.
