Default Reuniting with possible owner- please help!!

So I just got a call about the budgie I found. The guy who called sounded like he was in a room with a hawk (??) and kept going on about how they lost them "about 2 days ago" after their brother died last week. I asked if their bird was banded and if they were from the area. He gets really defensive, saying "Can we do business or what?!" "I really miss this bird I was devastated". I say I've already had people claiming the bird was theirs when it wasn't (a small lie to calm him down). Eventually they say yes, their bird was banded and that they have the band number written down somewhere. They then ask if "he" is eating okay, because "he" prefers "his" food live. : I ask if we're both talking about a parakeet, he says yes. I ask what they normally feed them because clearly I'm very confused and he says bugs and small animals (?????). Either way it's really loud with the hawk in the background so I say text me with the band number and a picture of the bird and then we can talk more.

Please help. If this is the proper owner I'm not sure I want to give her back to someone like that....

This really does not sound like the proper owner. It sounds like he's looking to actually get the budgie as free bait for whatever animal he has. If he can't describe the budgie to you over the phone, then you shouldn't give her to him. I feel like he was talking about the budgie being food for the hawk

This is NOT a good situation. I would definitely not give her up to this person!

I'm DEFINITELY not. Luckily he has not responded to me yet- IF he does have actual proof of ownership I'm refusing to give her back.

Good for you. I agree that this does not sound like a good situation and I highly doubt this person is the owner. The budgie is much better off with you.

Do you have animal care inspectors (such as the RSPCA here in UK) there?
If so, you could (anonymously as I don’t know your legal situation) call them to ask for advice and report him.
If he calls again, try to record it and save any text messages/email.
Whatever happens, I would ‘accidentally lose’ the bird (temporarily, to a neighbour) before handing her over to him.

Something definitely sounds off about him, and the whole situation. I agree with the others, it doesn't sound like he is the actual owner, and if he is, she is much better off with you. In the past, I have been reluctant to hand over lost animals back to people claiming to be owners, only to find the true owners later on. A true owner would be eager to provide you with the information you've asked, as well as ask you questions to be sure that it is their pet to begin with. Go with your instinct!

I'm glad you are not falling for this person's BS story! Stick to your gut feeling and do NOT let this person into your birds life.

We've had issues here in the past where people would post online, looking for unwanted small animals to "Rescue and provide a good home to". It turns out this person was feeding these small live animals to his snakes. GGGGRRRRR!!!!!

Thank you all SO MUCH for the advice! I was freaking out last night about what I would do if he actually ended up being the owner- luckily, looks like he isn’t! He never responded to me, and if he was really so “distraught” from losing his bird, he definitely would’ve gotten back to me last night. I’ll definitely keep you updated though on this bizarre situation.

I don’t believe so, but I would have to look. Luckily it doesn’t seem like it will come to that.

It’s so disgusting. People do this with all types of lost animals. Small animals as food for other animals, dogs and cats to either score a new “free” pet, or use them as bait for fighting dogs.
