Yes, the zoo with the budgies is very close to the Dutch border. At least half the visitors were Dutch, all the signs are in both languages. Admission was only 6 Euros which is less than most zoos charge.
They don't have the usual big animals like lions and elephants. But I was really only interested in the budgies..
