It is true that the ceres on recessive pied males don't get the mature adult royal blue colour, they also keep their baby black eyes and don't develop iris rings like most budgies. The ceres stay a deep pinkish colour throughout their lives.
The RP females do get the normal tan to dark brown colour when reaching maturity. My Peppy who is a recessive pied female, got her first tan on her cere at 7 months and a half, she was a late bloomer.
You can pair your budgie with any other budgie of your choosing, be it albino or not.
As long as they're not related, the colour you pick is entirely up to you!

I'm yet to get a recessive pied male to my flock, so I don't have any pictures of one to show.
I do have of one of the chicks my budgie couple has blessed me with, my female recessive pied Peppy:

Here she is when she was younger

And this is her again with her cere getting the tan/brownish colour

She will be 10 months old on January 27th.

I have two rec. pied males in my flock and it's interesting because Pindo's cere is a purply-pink but Whirl is a brownish-pink. He almost looks female from a distance but they are both males.

Royal, could you post a clearer pic of your recessive pied, someone would be glad to help you determine if it is a male or female...
