I have a similarly marked budgie and I was told by Lindsey she is recessive pied. It's hard when they are so lightly pied like that, so unusual. I always thought dom pieds had to have the clear band across the bottom of the wings?

Looks to me like a very heavily marked Recessive Pied, Dominant's don't tend to have all the little bands near the eyes, and also the orange beak is generally a Recessive Pied trait too.
