Sky blue greywing (instead of clearwing, because the body colour looks diluted), clearflight pied yellowface type II. I believe it is a male, since the cere looks pink, which would be due to this bird having recessive mutations. But it could just be the lighting. Females have pink ceres when they're younger, but this budgie doesn't have its baby bars anymore, so it's probably a male around 4-5 months or so; maybe older, but I don't see any iris rings. If you have any pictures of its front body feathers, that would be helpful too!
Definitely looks like a recessive male to me, and in the middle of his first molt too, judging by the super uneven distribution of the yellow bleeding into the blue body feathers, so yeah, 4 or 5 months. He doesn't appear to be dominant or recessive pied, just clearflight pied.
