Default Yellow budgie with reddish eyes?

The father is green and the mother blue. 2 other babies of the same parents are green, but one is yellow with reddish eyes. Is it normal?

Yes, it is normal! The father must have been split Ino, which since he is green, would have been Lutino, the yellow mutation you are seeing. (lemon yellow with red eyes) Because it is a sex-linked mutation, the trait wouldn't be visual, (you couldn't see it in the dad) but he is still carrying it. When breeding him, it's 25% possible that one of the chicks will be Lutino, which is what you have gotten. Since the gene only shows up in females if the father was split for ino and the mother was normal, then you're little yellow baby is a girl!!

I agree with Lutino and it will be a hen.

Just a note, males can either be split for Ino (1 Ino gene) and not show it (as it is sex-linked recessive) or have 2 Ino genes and be a visible Ino. Hens can only be visibly Ino or not have the gene at all.
