his father is not sure tcb split male also split of fallow
mother is red eye

I think your chick is a sky blue single factor golden face greywing budgie.
He also seems to be a crested budgie, judging by the little tuft of feathers on the forehead.

He is beautiful I agree with Aluz regarding his mutation. By "red eye", do you mean his mother was albino or lutino?

yes mother is albino budgie
but male is may be split of tcb or not

I agree with the varieties of this one. You also now know that both parents are either greywing, or split for it. Pictures of them would be good.....?
