They are both male.

The yellow one appears to be a blue series yellowface type II double factor dominant pied opaline budgie.

The green one is a dominant pied olive green normal budgie

Both sexes can show opaline (hens can't be split for it though), but this bird isn't showing any opaline markings.

Why do the bottom feathers on the olive green have no coloring? Clearflight pied?

The many yellow feathers on the olive are due to it being a dominant pied. The yellow patches do not look right for a clearflight pied.
