I'm fairly brand new to budgies so definitely wait until an expert/staff member on here answers but I'm going to say a dilute.

If his tail isn't growing well by now he may be one of those that doesn't get much of one.

Is he pale blue or grey? He looks very pale skyblue on my screen and the flights look almost white, is that right? I think he is too pale to be a greywing, maybe a darkly marked dilute.

To me he looks grey and perhaps cinnamon, but I wasn't sure about the cinnamon so didn't add it. I think he'd have to be a pretty dark dilute; his flights look grey on my screen.

Thoughts on the cinnamon?

Cinnamon greywing should be lighter than normal greywing, but the flights should still be the same shade as the other wing markings. They look much lighter to me. Also, often yellow makes greywings look a bit brown and confuse me...!

Photos of the wings, maybe from behind, would be helpful.
