I know how bad the pictures are, and sorry there are none from the front, but that's the best I could do without a tranquilizer dart.
His base body colour is light yellowy green (lime green?) and distributed normally I guess, the green on his rump is darker. His cheek patches look lighter than normal and a bit purply. He has pink feet.
Jones (blue budgie) and Harry (pied budgie) are in the pics so the different colour of the striping is more obvious.

Hi, photos of the body colour would be helpful but my initial thoughts are...
Could be cinnamon, is the tail quill dark brown?
Are the markings pretty much normal black on the head and neck but go grey down by the flights? If so I would be looking at texas clearbody. My only doubt about it is that the body colour seems almost normal strength form what I can see, where green tcb have pale, almost yellow green bodies.
Thank you for having a go at this! His striping is not normal black anywhere, he looks "washed out" in general re striping and body colour, but I don't know if the green is normal or lighter than normal. I haven't got any normal wild-type budgies on hand to compare him to.
Yes his tail quill is dark brown.
His striping isn't darker on the head, it's the same all over. Sometimes it's really hard to get a picture that looks like the bird looks.
Thanks for the photo and more info. I would say he is a cinnamon. It lightens the body colour just a little and gives a dark brown tail quill. Some cinnamons are quite obviously brown in their markings but some are a bit grey/brown. It is often hard to tell from photos what the actual shade of the markings actually is. His flights look grey, but the other markings do not. His body colour is pale enough for greywing or tcb, so cinnamon seems the most likely.
I think you are right that he is a cinnamon. Thanks very much. I was unsure about it because I was looking for a brownish tone but yes it seems to fit overall, he's just kind of like a regular budgie but paler.
