Default Two different eyes

Someone on my forum has a budgie with two different eyes, one with an eye ring and one all black.

Uploaded with ImageShack.us

He's young, could it be the rings are not appearing at the same time? Is it a genetic accident.

I have too, I wonder if it is maybe because it is double factor dominant pied split for recessive pied?
