I bought a budgie from a breeder...It's now in quarantine because,as you can see, it has got scaly face.
Could yuo please tell me its age and its sex? I think it's a young female-many breeders agreed with me- ...am I wrong? it never chirps!
I think that he's missing some feathers ,as you can see in the pictures ..am I right?
green opaline clear flight pied ? or maybe dominant pied?

This is a female. I am not sure if there are any feathers missing, the wings could just be clipped...
I do not know much about mutations, but I do think she is a clear flight.

She looks like a clear flight pied to me. But some of her wing markings make me think of recessive pied as well. Such as the smudgy patterning on the wings along with the patch of green on the belly and back.
Female, looks recessive pied due to the yellow on the rest of the body (clearflight by itself would not cause yellow elsewhere) and the green on the lower belly. If so it means it can't be clearflight or it would be a solid yellow DEC. Both of the pieds can make the wings clear. It's possible to have a dominant pied and clearflight instead. If it's recessive pied the eyes will stay all dark while dominant pied will get an iris ring.
What kind of a breeder would sell a bird with scaley face!
Scaley face is usually quite slow to develop and the legs and feet are effected as well so the bird is probably not very young. It looks like a male. It is an opaline recessive pied.
It will be a nice bird when the scaley face is cured
