I'm not an expert on mutations, but what I've learned so far is that your bird is a "normal" bird. The clear patch might be an indication that he is split for RP.

He is not recessive pied at all

the clear patch most likely is there because he's a Poorly Marked Dominant pied - meaning he has no clear areas that most Dominant Pieds have - I do not believe in the theory it means split to recessive pied - I've never seen enough evidence to show that is true, I have had many with the clear patch on the back of the head but no pied markings any where else Every one has given me Dominant pied babies when the other bird was 100% non pied

I've bred some birds with this clear patch and the are definitely not Dom pieds. At least one of the parents was a RP. I still don't kow if the babies are split RP becauese I haven't bred with them yet. I'm not going to argue that this bird isn't a Dom pied; I am just telling what I have experience so far.
