It is normal for your budgie to be very quiet for a few days until he becomes accustomed to his new environment. You can cover the top and three sides of the cage and play some music or the TV for him when you are not talking with him. Budgies perceive quiet to mean "danger" so you'll want to have some noise for him during the day when you are at work.
If you have food and water dishes that will attach to the side of the cage near the perch, you can add those to the cage until the little guy becomes more comfortable. Just move slowly and talk to the budgie calmly and reassuringly whenever you are near the cage.
Karma to you for rescuing the sweet budgie and for trying to locate the owner.
You'll want to replace the dowel perches in the cage with natural wood perches such as grapevine and multi-branch perches.

I would give him at least one swing - most budgies like swings and prefer to be as high in the cage as possible.
May I ask the dimensions of the cage you purchased?
