My budgie has recently had this blood feather on him and its not broken yet should I leave the pin feather alone?

Leave the feather alone, newly emerged feathers have this blood source to nourish the feather as it grows, you never want to break a blood feather, once the feather is fully mature the blood will no longer appear.
