Hi there and welcome to the forums!

Both are males. The older blue one is clearly male from his blue cere. Where did you get the baby? I'm asking because he's got splayed legs, which indicates that the breeder did not know the correct way to set up their breeding arrangement; they most likely bred without prior experience. Splayed legs is a condition which causes the legs to be splayed far out from their normal stance and can lead to disability for the bird. It can be corrected when the chick is still young but by this time it's not as effective.

Additionally, it would be best to replace their perches with those made of natural wood of varying widths and textures to prevent bumble foot and give their feet adequate exercise.

I notice the blue budgie (first picture) has a lot of white at the bottom of the cere and a few white specks along the top.
Have you had this budgie checked by an Avian Veterinarian for scaly mites?
