Budgie Acting Weird

One of my budgies (I own 2) has recently started breaking me. I would say he is one year old, and just started. He will hop on my hand to eat milltet, then decide to cause as much pain as possible to my poor hand. Owch. He will do it over and over again. Any help?

Is he currently in condition? Sometimes when budgies get hormonal, they will bite more.

When he bites, try distracting him with a toy or simply move him off you onto a perch or swing.
