My blue male (around 2) used to be entirely obsessed with our grey female, and now she died, he's doing the exact same to our green male (who he ignored before). By obessed, I mean he's constantly seeking attention, pecking, kissing and never stops chirping to the green one, who barely chirps back and does nothing except sit there and take it, he seems to try to fall asleep a lot during the day but the blue one doesn't let him - he was the exact same with our previous grey female and she did the same as the green. He becomes very distressed when he's alone too and if the green flies somewhere he follows him. Any idea why he's so much more affectionate and clingy than the other two were? Is this normal? Thanks.

If the blue male is bothering the green male to the point where the green male seems to be distressed, then the blue male needs to be removed and housed separately.

What are the bird's names (easier to use names than descriptions)
How old is the green male?
How long have the two budgies been housed together?
How large is the cage? Length x Width x Height
