If by that you mean that his wings are raised from his sides that is usually an indication that he is either hot or nervous and/or excited, can you post a picture of him?

Yea,h I have removed blood feathers many time of my bird when they injured themselves and he is holding his wing up before I removed his blood feather , also he's weak budgie in all of my budgie he has not strong feathers, he cannot fly high I have rescued him from pet store to give him better life

There is no way for us to determine the issue, he needs a physical exam by an vet experienced with birds to determine if there is a fracture or sprain. Birds need a varied diet to be healthy and not just seeds, what do you fed him? Additionally, what is the spacing between the bars on that window. They look to be more than 1.27 cm.
If so, then that is not safe for your bird, it can easily escape.

It appears the bars are behind glass, is this correct? If so, never open the window while the budgie is out of the cage 👍🏻
