This is not normal, have there been any tests done on the droppings to determine if there is an infection of some sort or parasites? How old is the bird?

If it was my bird I would have a gram stain test done on the droppings, that is the only way to determine if there is any type of infection that might be contributing to the condition of the droppings. Take look at this Pasting of the Vent
