Took this video about a week ago. He's really turning into a little chatterbox, and he's getting better every day! He's not really clearly talking yet, but you can tell he's trying.

How common is it?

In budgies, it’s fairly common for males to become good talkers under the right circumstances.
usually it’s when they are introduced to it at a young age and/or put with another bird who is a known talker.

My budgie is also called Charlie and started talking at about 10 weeks and now is an amazing talker, knowing dozens of sentences. Just keep chatting to him he sounds like he will be amazing….
