I have two budgies and they were bought from the pet store as they were not treated well there. My budgies (yellow-chilli and blue-sky)
Bird Beak Feather Parrot Wing

Bird Eye Beak Feather Songbird

Bird Eye Beak Parrot Purple

are chilli and sky i dont know their gender but thats not important right now, after about two weeks after getting them they got attacked in their cage by a cat, when it happen they were outside in my balcony as i keep them outside from morning to evening
This cat lived on our back balcony and almost never came to our front one but after this incident i rook them permanently inside but one night (we live on the second floor of a two story building)they got attacked again but this time inside, there was only one open window but no one got injured badly or lost blood but now i am starting to see some feather loss on chilli's head.

First off, you need to arrange things so your birds are in an area that cats have absolutely no access. That there have been two encounters means you need to do something differently! Was there actual physical contact made by the cat during these attacks? Did the cat swat the birds with its paw, or bite it? You said there were no injuries, but a wound could be hidden under the feathers. I would most definitely, have a vet check them out! Even if there were no noticeable injuries, its importan to take them to the vet for a well birdy check up.

Those areas with no feathers could be from rubbing their heads to loosen pin feathers. My previous budgie, Vern, would do this. The feathers did grow back though.

In any case, they need to see a vet. Ideally, an avian vet, or at least one that deals with exotic pets. You may have to travel a distance to get there (my LoVey's vet is more than an hour away), but it's so, so important to provide not just food, water and a clean cage, but also regular veterinary check ups as part of responsible pet ownership.

You should NEVER leave your birds outside unattended, you have seen what can happen when you do, they could have been killed. I assume you do not have any screening on the window, you are going to have to put a secure screen on the window if you are going to leave it open in a space where you have the birds. The cat is just following its predatory instincts, it is your responsibility to keep the birds in a safe place. The bald spot on the head could be a feather loss from an injury from the cat or it could be that another bird pecked at her.

Thanks your info ill go and check if i can find an avian vet online as we dont have good avian net nearby :) but i dont think we'll even open windows again here, so do you think a cat and go in through metal mesh? Theres a chance we'll put mesh on the opening on the balcony and allow them to stay there so they can have long hours of outside time 😃

If your referring to the nylon mesh screening, YES, a cat can most assuredly tear through those! Ive seen cats do it! As Cody said, you should NEVER leave your birds outside unattended... even for a minute!

A cat can tear through a regular screen, you need something more sturdy like shown in this link, https://www.amazon.com/Hardware-Galvanized-48inx100ft-Fencing,Garden-Protection/dp/B09PKXCVT4/ref=asc_df_B09PKXCVT4?tag=bingshoppinga-20&linkCode=df0&hvadid=80539352877674&hvnetw=o&hvqmt=e&hvbmt=be&hvdev=c&hvlocint=&hvlocphy=&hvtargid=pla-4584138876255054&th=1 as I said before you should not be leaving your birds outside without supervision, cats are not the only danger to them.
I hope you don't mind me adding to this Cody.
The screening with the Amazon link t window covering would only be to keep other animals away. Because it's galvanized, you don't want your budgie to have contact with that material since it can be dangerous to birds. If your planning to give her free flight time in that area, you want to cover that with bird safe material. Nylon screening material could be added to the interior to prevent birdy from having access to it, while the stronger galvanized screening will keep predators out.
