Hi there, my budgie has recently developed some browny red staining around his beak and on the top of his cere. Any help to what it is would be appreciated. I have attached some images

here are some better pictures, he is not lethargic or anything so I'm not too concerned but would like to know what's going on.

Picture is still not in good focus, it looks like he has been rubbing his face in something or on something. Can you post a picture of his cage setup?

Are you using printed newspaper in the cage? In the out-of-focus picture it looks like ink on his feathers!
