Is my budgie play biting or being aggressive? Please Help!!

My budgie Skye, she has been biting me recently. I've been teaching her cues to hop on my finger so I don't have to force her to perch on my finger and that she gets a choice. We've been practicing on a small perch like stick and she does it no problem, but I want her to move forward in her training and start perching on my finger. So when I try to ask her to perch on my finger she'll nibble all over my finger and hand REALLY hard. I'm trying to figure out if she's playing or being aggressive. Can someone please help me out?? :sky blue:

If she's just nibbling ok but if biting hard, just remove your hand.
Try giving a chunk of millet held above her when asking her on your finger. If she bites hand again, remove, give her a break. Repeat next day. Nibbles are ok but always remove hand when bites are hard, and no millet should be given. Don't yell or scare her with rapid movements though.
