My budgie will get on my finger and stay on it but if I move my finger a bit away from his/her perch (idk gender yet), he/her jumps of and goes back to the perch. Is this because I haven't trained it enough or is it scared? I've been training/taming my budgie for 3 weeks now.

Have you read the stickies at the top of the taming and bonding section of the forum?
How long have you had this budgie?

Taming and Bonding is all about helping your budgie learn to trust you and it takes a great deal of time and patience on your part.
You should never grab your budgie or force him to be touched.
To bond with your budgie, you need to build his trust in you.
He will have to learn over time that you will not hurt him, grab him and try to force him to allow you to hold him.

Most budgies have no desire to simply sit on your finger.
If you want to give the budgie out-of-cage time, you need to allow the budgie to decide if/when it is ready to come out of the cage on its own.

Positive Reinforcement in Training.
