I have got Kite a month back. He is molting now. With my other budgie (Green), I have observed darker blue cere at the time of molting. I am just not sure if he is she :p

Please post additional full frontal pictures of the cere taken in natural light with no flash and no direct sunlight for a definitive answer.

Additionally, please be sure you read the information about the Essentials for a Great Cage. It doesn't appear you have what is needed.
I checked the blog you mentioned on great cage for budgie. I am currently using natural wood perch, mineral block, cuttle fish bone, Some natural play things (bell balls in coconut etc). I clean cage everyday morning. I am not sure what I am missing. Should I be getting more hanging toys?

Please post additional full frontal pictures of the cere taken in natural light with no flash and no direct sunlight for a definitive answer.

Kite is a beautiful female. Regarding the cage, there are a couple of concerning things that I see, first is the metal that the cage is made from, if it is zinc it can cause heavy metal poisoning if the bird chews on it, also the bar spacing is too large, it should not be more than 1/2 inch between bars because a small bird could get it's head stuck between them, also the bird cannot comfortably walk on the bottom of the cage, can you post a picture of the entire cage setup?

Kite is a beautiful female. Regarding the cage, there are a couple of concerning things that I see, first is the metal that the cage is made from, if it is zinc it can cause heavy metal poisoning if the bird chews on it, also the bar spacing is too large, it should not be more than 1/2 inch between bars because a small bird could get it's head stuck between them, also the bird cannot comfortably walk on the bottom of the cage, can you post a picture of the entire cage setup?
Thanks @Cody that is a great advice. It’s night in India, let me share you the recording in morning.
I should probably check for material of the cage. Luckily none of my birds chew on them. Most of the day they play outside on floor.

bar spacing looks like less than 1 inch, lemme confirm this in morning.But I had seen green who even if he wants to put his head through for his favourite toy, he can only successfully touch toy though beek.

Another concern I have now is that I have got kite a month back thinking she is male. I am not sure how to handle breeding (which I am not experienced and confident at). Green is already adult and he already does sex moves with his favourite toy

Bar spacing needs to be less than 1/2 inch (1.27 cm)

Mesh or Cage Wire must be SAFE for your budgies

Lead and Zinc Toxicosis

Having blank newsprint or white craft paper across the bottom of the cage would be better for the birds' feet.

Kite is definitely a beautiful little girl.

You need to be especially careful to prevent any breeding since you have a mixed gender pair.
Please remove the coconut from the cage and/or play area and ensure you have nothing in the cage or play area that could be used as a nesting site.

Rearranging their cage frequently will help tremendously.
Please be sure you never put a nest box or anything that could be used as a nesting site in their cage.
Limit the light they get to 8 hours a day.
When they come into condition, limit the amount of protein in their diet at that time.

Thanks @Cody. I will change the cage, high chance is it is galvanised mesh (zinc coated). Thank you for giving heads up, there are no article on safe metal cages.
Is PVC coated mesh ok for the cage? I read somewhere that budgies can't chew through PVC.

What is the purpose of the bottle in the cage?
it’s a transparent cold drink bottle. Kite likes to play inside it. She turns over in it, see things through it. And also likes to take bath in the same when I fill it with water
