Do you know how old your lovebird is?
From your description it's clear your lovebird isn't yet fully weaned, since he is having problems with dehusking the seeds and is eating them whole.
Lovebirds will crack open (as in dehusk) millet seeds, canary seeds, sunflower seeds, etc then will proceed to chew the seeds and during this seed grinding process they will swallow the seed contents. That's why we see lots of seed dust on food containers as well as seed husks.
Unlike budgies, lovebirds will chew and grind each seed and swallow. Budgies after dehusking seeds will proceed to swallow them whole, this is true for most seeds they eat.
While I never had any problems with my weaning lovebird chicks to swallow seeds without dehusking them, I have had a few budgie chicks over the years to display this behaviour. The issue was solved fast and they never had any health/digestive problems from this. I found out that it was helpful to find a smaller type of seed mix to help the weaning chicks to practice cracking open the seeds and eat them.
For your lovebird's case, you can offer him millet spray, the husk is softer and easier to crack open. The same goes for flax seed and Niger seed. Getting a finch seed mix is also very helpful for a weaning chick, since the seeds are much smaller in size and easier for chicks to practice on.
For the sunflower seeds you can crack open a few by using your thumb and index finger and applying pressure on the sides of the sunflower seed. I still do this daily to one of my lovebirds who had a stroke a few months ago.
Also offer your baby lovebird some egg food as this is highly nutritious and very important at this stage of development.
Do keep a close eye on Nori as you have to make sure he is ingesting sufficient food. If he continues to have problems, then you will have to help him out by giving him supplement feedings. You will have to get hand rearing formula for chicks and hand feed him via syringe or spoon.
