Male budgie mounting an unwilling male partner

My boys, Momo and Yuki, love each other lots! Momo is constantly regurgitating to Yuki, singing to him, and Yuki returns his affections. They'll dance and sing for each other, follow each other around, and do everything together. They wake up around 7:30 am-8 am to enjoy a meal and wake up. Then, they have out of cage time all day, from about 11 am to 6 pm, and get plenty of exercise and play time. Finally they enjoy chewing on toys and chattering until they doze off around 7 pm-8pm.

They are the only two birds I have, there are no females around, or any other birds at all. We have a dog in the house that is trained not to go anywhere near the budgies.

Momo is definitely the dominant bird between them—he was here first, I wonder if that has anything to do with it? In the beginning he bullied Yuki a little bit to establish his dominance but I kept a close eye on them and watched as Yuki established himself too. A little bickering happens every once in a while and I'd say it's pretty even on who starts the pecking exchange nowadays.

So once in a while, Momo will be his usual hyper energetic self and serenading Yuki with all his little heart can manage, like today. He is singing and trilling, his eyes are pinning, feathers sticking up, back and forth on the perch, and then he'll start lifting one foot, over and over until he starts to get on top of Yuki. Every time Yuki is making these low crying sounds and is pecking at Momo. Sometimes that's enough and Momo backs off, or Yuki will simply fly somewhere else until Momo can't follow him. But other times like today, Yuki doesn't get away and ends up beneath Momo screaming for help until I literally have to push Momo off to give Yuki a chance to breathe.

This never ever happens inside the cage, only when they're out, and only once in a while. It ramps up around springtime (go figure). There's nothing around them that is aggravating Momo and causing him to suddenly turn aggressive towards Yuki... I'm just wondering what you might suggest is going on here with their behavior. Since it is not super common I'm not too worried about them, but I always feel bad for Yuki as the unwilling participant. he's a lot calmer overall and gets easily stressed, compared to Momo who is pretty resilient and also talking nonstop all day and VERY energetic.

That being said, Yuki loves Momo's companionship. He will start up on serenades of his own and dance and head bob for Momo and Momo will be sitting there, completely still, enamored with Yuki's performance! I know they love each other a lot. I just wanted to know if there's anything I can do to ease Momo's hormonal frenzy and give Yuki a break sometimes.

Both the OP's budgies are male, I personally confirmed their gender :)

This is common between budgies of any gender but as you said it can lead to one budgie being very tired of the constant attention and the other budgie being increasingly frustrated. During these hormonal periods, it would probably be better to let Momo and Yuki out separately to ensure they can have out of cage time that's tailored for their needs. That way Momo can catch a break and during Yuki's time out, you can do some recall training or play with his toys with him or simply encourage him to fly around so that he tires out and expends some of his energy.

It doesn't seem like he's trying to hurt Momo purposefully, he is overexcited and overstimulated and needing to find a method to expend his hormonal urges as well. Having him tuckered out from a lot of playtime outside the cage is one strategy, and switching the cage around can sometimes help throw males off their hormonal patterns as well. Other than that, you'll need to monitor them carefully to ensure that within the cage Momo still has some space or you may have to house them separately for the time being until Yuki calms down.

I can see what would be best. I switched the cage toys around yesterday actually before seeing your response and it was already a lot better today—Momo seemed very occupied. It doesn't help that both of them are very skittish of new things so even if I introduce new toys outside the cage, they won't go near them for days. Sigh. LOL But i'll keep trying. Even when they're both out, I'm often training with Momo or entertaining him when I can to give Yuki some breathing room. Aye.
