i dont think that a patchy chest means hes moulting as phoenix's chest is always blotchey
you can tell as she will have pin feathers on her head..little white 'sticks'.

also a budgie cant change from say..green to blue.
but in if you budgie has a hidden gene or not showing their full genes then it will be more clear after the moult

Hi AmyMarie,

Moulting is a natural occurrence for budgies. A budgie's first moult usually happens when they are about 12 weeks old. Moulting can be erratic, they can moult completly and quickly or lose just a few feathers. October seems to be the month when most budgies have a complete moult. This is a replumage of feathers and can last up to 8 weeks.
Your budgie's feathers can change colours after a moult.

There are ways to make a moult easier on your budgie.
Offer baths
Let them get no less than 10 hours of sleep every day,it takes alot of energy to grow in all those new feathers.
Offer fruits and vegetables, the vitamins and minerals will help a moult go easier and faster.
Make sure your budgie is not exposed to any draughts.
If this is your budgie's first moult, be careful if they lose their flight feathers. Keep them safe as they will still try to fly. (this will only happen for the first moult, he/she will remember when it happens again).

I hope this helps with your questions.
