I think Noel is a yellowface type II sky blue spangle budgie.

Yup, also opaline. Spangles have alterations to their markings, including their throat spots, often causing them to disappear either completely or partially.

I agree with a sky sf yellowface sf spangle :) I do not see any opaline though. He does have quite a bit of body color mixed in his wings/head as can happen with a sf spangle, but this does not always mean they are opaline. If he was an opaline he would have much more color all over, rather than a few random patches here and there as well as less head barring.

The lack of throat spots comes from the sf spangle as well, although ideally he should have bulls eye shaped throat spots with black edges and a white center :)
